Northgate is a 1,200 acre master-planned, mixed-use community located along the eastern side of the Interstate 25 corridor in northern Colorado Springs, Colorado _ just opposite of the United States Air Force Academy with the area's most dramatic views of Pikes Peak, the Front Range and the Academy.
Northgate was initially planned in the early 1990's as a typical master-planned community with a mix of uses, emphasizing residential. The project was acquired by the Resolution Trust Corporation and subsequently sold to a new developer. The new master-plan emphasizes corporate campuses, office sites, commercial parcels and high density residential.
Building and landscape covenants and design guidelines provide a plan that creates seamless neighborhood ambiance with parks, trails and open space and preservation of the natural ponds and steams while allowing for wide boulevards with expansive medians, retail shops, restaurants and office environments.

Richard Biegel was retained by the Resolution Trust Corporation in 1994 to complete a detailed due-diligence study of the development potential and value of the property. The extensive analysis included coordination of a team of consultants, determination of the current and future market conditions, highest and best use, evaluation of the entitlements status, infrastructure improvements, additional costs for extension of infrastructure to undeveloped property, sewer plant limitations and expansion costs, and hillside and slope development potential.
